The Director noted that the structural divisions of the institute have done a lot of work on the implementation of most of the indicators (indicators) programs. Thus, in the 2019/2020 academic year, work on the automation of educational activities with the use of electronic technologies was intensified to provide training for highly qualified specialists, which made it possible to successfully organize and conduct the current and final certification of students. Thanks to the joint efforts of the faculties and departments, all graduates of 2020 were given the first workplace. It was noted that the features of this year were the need to introduce economic innovations as soon as possible, due to the application of the new system in the remuneration of all categories of employees. New approaches in personnel development and methods of digitalization of personnel management were applied. The work in advertising and marketing activities in the country and abroad has been strengthened. Sustainable funding was provided for all the institute’s activities.
S. A. Maskevich defined the main directions in the work for the next period 2021-2025.
It is noted that in the future, the focus will be on improving the system of material incentives for employees for their work and its final results. Thus, the decision of the Council approved three local legal acts that will regulate this issue: the Regulation on the procedure for establishing monthly allowances for academic degrees and titles to employees of the Institute, the Regulation on material incentives for Employees of the Institute for publishing activity and the Regulation on the rating assessment of employees from among the teaching staff for the appointment of an allowance for the specifics of professional activity and the distribution of savings in the salary fund. To implement these solutions, the Institute will use the automated information system of BSU “Rating of Teaching Staff”, for the implementation of which the necessary funds will be provided in 2020.
Efforts should be made to further develop the range of specialities and training profiles and to develop specific mechanisms for improving the educational and methodological work at the departments, organizing the educational process according to the design and research principle and introducing innovative technologies in the educational process, automating educational activities.
To improve the quality and efficiency of the institute functioning as a division of BSU and in accordance with the adopted mission “To be the center of BSU development in the environmental profile”, it is necessary to develop and improve the effectiveness of international activities.
Taking into account the political situation in the country, the system of educational work at the institute will be improved.
The Director drew attention to the urgency of creating the necessary base for scientific work, including cooperation with other structures of the BSU and the National Academy of Sciences of the Republic of Belarus. So, for the consistent formation of specialized scientific schools at the graduating departments, it is planned to develop mechanisms for activating the scientific work of the teaching staff, increasing the rating of the scientific journal “Journal of the Belarusian State University. Ecology”, improving the efficiency of postgraduate work.
In the report, an important place is given to personnel work and personnel management. The tasks are set to rejuvenate the teaching staff of the Institute, to improve the system of professional development, retraining and internship of employees, to develop staff through the acquisition and development of new professional competencies using digital technologies.
S. A. Maskevich noted that in the coming years significant measures will be taken to develop self-financing activities and ensure the growth of export of services, complete the implementation of an automated management system in all areas of the institute activities.
Taking into account the identified priorities in the areas of activity, the heads of structural divisions were instructed to prepare a new Program for the development of the Institute for 2021-2025 by the end of October, as well as to bring the Collective Agreement between the ISEI BSU and the employees of the ISEI BSU into line with the new remuneration system. Within the framework of the meeting of the Institute Council, the personnel issue was heard.
According to the results of the competition to fill the vacant position of a teacher from among the teaching staff, the head of the Department of Energy-Efficient Technologies was elected Associate Professor of this Department Leonid Lipnitsky. S. A. Maskevich rewarded the Diploma of the Ministry of Education of the Republic of Belarus to the Professor of the Department of Environmental Chemistry and Biochemistry Yevgeny Ivanovich Kvasyuk for many years of work and personal contribution of the institute employees in the training of highly qualified environmental specialists. Vasily Pashinsky, Head of the Department of Energy-Efficient Technologies, and Anatoly Eroshov, Professor of the Department of Social and Humanitarian Sciences and Sustainable Development, were rewarded the honourary diploma of the ISEI BSU. For the results achieved in the republican competitions of student scientific works, the diplomas of the ISEI BSU were rewarded to Professor Tamara Chikova of the Department of General and Medical Physics, Associate Professors of the Department of Immunology Darya Borisovna Nizhegorodova and Natalia Valeryevna Ikonnikova.
