&nbsp; &nbsp; The Institute implements educational activities, conduct scientific, intellectual, cultural and social functions focused on the needs and interests of a personality, society and state.<\/p>\n<p>&nbsp; &nbsp; &nbsp; Basic goals of the Institute activities are to:<\/p>\n<ul>\n<li>meet scientific needs of a personality for intellectual, cultural, and moral development through obtaining higher education based on the cohesion of the educational process and scientific research;<\/li>\n<li>meet the needs&nbsp; of the state and society for qualified specialists with education in the field of environmental, technical-technological, medical and other majors;<\/li>\n<li>acquire new knowledge in scientific fields relevant to basic areas of the Institute activities, tradition development of science, education and culture of the Belarusian people and the peoples of the world comunity.<\/li>\n<\/ul>\n<p>&nbsp; &nbsp; &nbsp; Main tasks of the Institute are to:<\/p>\n<ul>\n<li>ensure the integration of&nbsp; education, science, and production;<\/li>\n<li>train qualified specialists (including higly-qualified research workers) through the implementation of educational programs of higher, science based, supplementary education for adults;<\/li>\n<li>organize and hold scientific research, innovative activities in the most pressing issues of science, class=\"elementor-toggle-title\" tabindex=\"0\"> International Sakharov College on Radioecology<\/a>\n\t\t\t\t\t<\/div>\n\n\t\t\t\t\t<div id=\"elementor-tab-content-1741\" class=\"elementor-tab-content elementor-clearfix\" data-tab=\"1\" role=\"region\" aria-labelledby=\"elementor-tab-title-1741\"><p style=\"text-align: center\"><span style=\"font-size: 14pt\"><strong>1986-1994<\/strong><\/span><\/p>\n<p>\u00a0<\/p>\n<p><span style=\"font-weight: 400\">\u00a0The Chernobyl Disaster of 1986 dramatically changed the life and consciousness of a significant part of our planet population. It became obvious that professionals with combined knowledge in physics, chemistry, biology, medicine were needed to minimize the consequences of this disaster. Such specialists were not trained at that <\/span><span style=\"font-weight: 400\">time.<\/span><\/p>\n<p><span style=\"font-size: 12pt\"><strong><img decoding=\"async\" class=\"alignleft\" src=\"https:\/\/www.iseu.bsu.by\/en\/wp-content\/uploads\/sites\/4\/2021\/01\/%D0%A1%D0%BD%D0%B8%D0%BC%D0%BE%D0%BA-235x300.jpg\" alt=\"\" width=\"176\" height=\"224\" \/><\/strong><\/span><span style=\"font-weight: 400\">A.M. Lyutsko was one of the first in the country to realize the need to train specialists in radioecology. Thanks to his efforts and persistence, the project \u00abInternational Sakharov College on Radioecology\u00bb supported by the participants of the First International Congress in memory of A.D. Sakharov was included in the UN program of international cooperation on solving the Chernobyl issues in May, 1991. UNESCO also supported the establishment of the college. <\/span><b>On January 20, 1992, <\/b><span style=\"font-weight: 400\">the Decree of the Council of the Ministers of the Republic of Belarus \u2116 20 \u00abOn the opening of International Sakharov College on Radioecology at V.I. Lenin Belarusian State University\u00bb was issued.<\/span><\/p>\n<p>\u00a0<\/p>\n<p><span style=\"font-weight: 400\">The College was assigned the following tasks:<\/span><\/p>\n<ul>\n<li><span style=\"font-weight: 400\"> training and advanced training of specialists in the field of radioecology, radiation safety, radiobiology, radiation and nuclear medicine, radiation technologies;<\/span><\/li>\n<li><span style=\"font-weight: 400\"> conducting research in the field of radioecology, radiation technology, studying the consequences of radiation accidents;<\/span><\/li>\n<li><span style=\"font-weight: 400\"> participate in providing information for enterprises, organizations, institutions, and population on radio-ecological issues;<\/span><\/li>\n<li><span style=\"font-weight: 400\"> international cooperation on educational and scientific issues of radioecology.<\/span><\/li>\n<\/ul>\n<p><span style=\"font-weight: 400\">\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0According to the Decree, a land plot of 8 hectares was provided in Minsk to construct a complex of buildings for International Sakharov College on Radioecology. <\/span><b>On January 27-28<\/b><span style=\"font-weight: 400\">, the first meeting of the International Advisory Committee of the college was held, <\/span><b>E.G. Bonner, A.D. Sakharov\u2019s wife<\/b><span style=\"font-weight: 400\"> attended the meeting. The first academic year at the College began on November 3, 1992. 65 students, who completed a two-year course of higher education institutions in the majors of natural sciences and medicine, became the first students with training in a three-year program. The college was provided with 8 rooms in the building of Minsk Correspondence Polytechnic (Dolgobrodskaya str., 23\/1) to organize the educational process. Student practice was held in Khoyniki, Gomel region, where a field station was established. The departments of Nuclear Physics and Radio-chemistry, Radio-biology, Nuclear and Radiation Medicine, Technical Support and Humanitarian Education were formed as the Chairs. They provided training in the specialty \u00abRadioecology\u00bb with majors \u00abNuclear Physics and Radio-chemistry\u00bb, \u00abRadiobiology and Radiation Medicine\u00bb, \u00abRadioecology and Agro-biology\u00bb. The educational process was under extreme conditions due to the lack of special literature, established discipline programs, lack of premises, training equipment, and highly qualified lecturers. <\/span><b>In 1993, <\/b><span style=\"font-weight: 400\">the second recruitment of students was made. The training program was designed for four years. Applicants with secondary education were also accepted at that time. The specialty \u00abRadiobiology and Radiation Medicine\u00bb major in \u00abMedical Ecology\u00bb was opened at the end of the academic year. The college completely received the building on Dolgobrodskaya str., 23\/1. The educational process became stable, the material and technical base were strengthened, the subject of research expanded after opening the education research sector. There was student recruitment for a five-year study period in 1994. Within the specialty \u00abRadioecology\u00bb, the training was provided in majors \u00abNuclear Physics and Radio-chemistry\u00bb, \u00abRadiation Safety\u00bb (later \u00abEnvironmental Monitoring and Audit\u00bb, \u00abEnvironmental information Systems\u00bb were added). In the specialty \u00abRadiobiology and Radiation Medicine\u00bb, the students majored in \u00abRadiobiology\u00bb, \u00abMedical Ecology\u00bb, \u00abImmunology\u00bb (later the specialty \u00abRadiation Hygiene and Epidemiology\u00bb was introduced).<\/span><\/p><\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t\t\t<div class=\"elementor-toggle-item\">\n\t\t\t\t\t<div id=\"elementor-tab-title-1742\" class=\"elementor-tab-title\" data-tab=\"2\" role=\"button\" aria-controls=\"elementor-tab-content-1742\" aria-expanded=\"false\">\n\t\t\t\t\t\t\t\t\t\t\t\t<span class=\"elementor-toggle-icon elementor-toggle-icon-right\" aria-hidden=\"true\">\n\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t<span class=\"elementor-toggle-icon-closed\"><i class=\"fas fa-caret-right\"><\/i><\/span>\n\t\t\t\t\t\t\t\t<span class=\"elementor-toggle-icon-opened\"><i class=\"elementor-toggle-icon-opened fas fa-caret-up\"><\/i><\/span>\n\t\t\t\t\t\t\t\t\t\t\t\t\t<\/span>\n\t\t\t\t\t\t\t\t\t\t\t\t<a class=\"elementor-toggle-title\" tabindex=\"0\"> International Sakharov Institute of Radioecology<\/a>\n\t\t\t\t\t<\/div>\n\n\t\t\t\t\t<div id=\"elementor-tab-content-1742\" class=\"elementor-tab-content elementor-clearfix\" data-tab=\"2\" role=\"region\" aria-labelledby=\"elementor-tab-title-1742\"><p style=\"text-align: center\"><span style=\"font-size: 14pt\"><strong>1994-1999<\/strong><\/span><\/p>\n<p>\u00a0<\/p>\n<p><b>\u00a0On October 21, 1994,<\/b><span style=\"font-weight: 400\"> the college was reorganized to International Sakharov Institute of Radioecology by the order of the Ministry of Education and Science of the Republic of Belarus. Alexander Mikhailovich Lyutsko, PhD in Physics and Mathematics Sciences, Associate Professor, and a former Director of the college headed the institute. The first graduate of 38 specialists was <\/span><b>in 1995<\/b><span style=\"font-weight: 400\">. The same year, the department of Radioecology consisting of the Chairs of Radioecology, Environmental Physics, Environmental Information Systems and the department of Radiobiology and Medical Ecology consisting of the Chairs of Medical Ecology, Pathology, and Immunology were established as the Faculties. Postgraduate Course in 9 specialties was opened to train high qualified research specialists. <\/span><b>In 1995, <\/b><span style=\"font-weight: 400\">the Institute developed the Concept of radio-ecological education in the Republic of Belarus approved by the National Commission on radiation protection and the Ministry of Education. This Concept defined the Institute\u2019s activities for the next years.<\/span><\/p>\n<p><span style=\"font-size: 12pt\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter\" src=\"https:\/\/www.iseu.bsu.by\/en\/wp-content\/uploads\/sites\/2\/2020\/05\/vypusk-300x188.jpg\" alt=\"\" width=\"349\" height=\"219\" \/><\/span><\/p>\n<p style=\"text-align: center\"><span style=\"font-weight: 400\">\u00a0\u00a0\u00a0 <\/span><i><span style=\"font-weight: 400\">The first graduate, July 14, 1995\u00a0<\/span><\/i><\/p>\n<p><span style=\"font-weight: 400\">\u00a0By the beginning of the 1997-1998 academic year, the Chair of Philosophy, Sociology and Economics, the Chair of Environmental Monitoring, the Department of Radiobiology, the Department of Human Biology, the Department of Immunology were established.<\/span><\/p>\n<p style=\"text-align: center\"><span style=\"font-size: 12pt\"><br \/><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter\" src=\"https:\/\/www.iseu.bsu.by\/en\/wp-content\/uploads\/sites\/4\/2021\/01\/miliutin.jpg\" alt=\"\" width=\"250\" height=\"268\" \/><em style=\"font-weight: inherit\">Alexander Antonovich Milutin<\/em><\/span><\/p>\n<p><b>On March 19, 1998,<\/b><span style=\"font-weight: 400\"> Alexander Antonovich Milutin, Doctor in Biology Sciences, Professor was appointed Rector of the institute. It ensures autonomous complex needs for energy resources due to alternative energy sources application. Research in the field of radiobiology, ecology, and renewable energy sources within the republican and international programs continued. Council on a doctoral thesis defense in radiobiology (the only one in the Republic) was opened at the university.
